How can an owner tell whether compliance experience is real?

Ask the candidate to walk through a file problem they found and fixed: what program applied, what was wrong, who they told, how the correction was documented and what changed afterward. People who have owned compliance describe the sequence precisely. People who only assisted describe the outcome without the steps.

Program names matter. Tax credit, project-based assistance and rural development programs carry different rules and reviewers. A candidate strong in one may need support in another. Name the programs at your properties in the brief, and ask which ones the person has handled directly.

Separate review from leadership. Some specialists are excellent at catching errors in files prepared by others. A compliance manager may also need to train site staff, set standards across a portfolio and speak with agencies. Decide which mix you need before interviews.

Credentials help but do not settle the question. Treat a certification as evidence of training, then test judgment with real scenarios. If you are recovering from a difficult audit, the situation page on that scenario lists the questions worth adding.

What interview scenario reveals compliance judgment quickly?

Describe a file with a plausible problem, such as income documentation that does not match the certification date, and ask the candidate what they would check, who they would tell and how they would document the fix. Their sequence and their caution reveal more than any list of programs on a résumé.

Listen for whether they escalate appropriately. Strong compliance people know which issues they can correct alone and which require the owner, an agency or counsel. Overconfidence here is a real risk.

Keep the scenario fair and job-related. Use the same one with every finalist so that answers can be compared on equal terms.

After hiring, pair the new compliance lead with an experienced reviewer for the first full program cycle where possible. Early checks catch gaps in local practice before they reach an agency review, and they build trust with site teams.

Qualifying affordable-housing compliance experience.

Real Estate Headhunters: Ask the candidate to walk through a file problem they found and fixed: what program applied, what was wrong, who they told, how the correction was documented and what changed afterward. People who have owned compliance describe the sequence precisely. People who only assisted describe the outcome without the steps.

This is what we do all day: recruit property management and real estate professionals.

Program knowledge, review authority and practical correction workflows belong in the interview.

No upfront fee. You pay only if you hire.

Name the programs

Affordable housing is not one interchangeable program. Establish the portfolio's funding and subsidy structures, layered requirements and monitoring relationships.

Ask what the candidate handled directly. A person may be familiar with the vocabulary without having owned review, correction or escalation.

Follow a file problem

Choose a nonconfidential example. Ask how an error was identified, what information was required, who reviewed the correction and how the property team was told what to do.

The explanation should show clear documentation and appropriate escalation. It should not depend on a claim that errors never occurred.

Distinguish review from leadership

A capable reviewer is not automatically a compliance director. Leadership may require training, exception handling, workload decisions and communication with operating leaders.

Define whether the new hire needs to build controls or operate within an established system. Then test experience against that mandate.

Use credentials appropriately

Relevant certifications can support the assessment. They do not replace discussion of actual program exposure and judgment. Verify the credentials required for the particular role and leave interpretation of legal obligations to qualified advisers.

What should you ask before choosing a recruiting firm?

Is a compliance certification enough to qualify a candidate?

It shows training. Practical file work, correction experience and program knowledge still need testing in interview.

Can a conventional manager move into affordable compliance?

Some do with support. The move is easier when the owner provides training and a strong reviewer during the first program cycle.

When do we pay the recruiting fee?

No upfront fee. You pay only if you hire under the standard contingency agreement. The signed agreement sets the terms; read the fee page before authorizing the search.

How long does it take to see a short list?

The scope of the job, candidate availability and your interview decisions affect the search. We explain the market response and agree next steps rather than promise a numeric deadline.

What if our chosen candidate gets a counteroffer?

We ask about the reasons for a move before an introduction. You still need a clear offer and an honest account of the job; an increase in pay alone may not resolve why someone considered leaving.

What are the replacement terms?

We offer a candidate replacement guarantee on standard search agreements. The applicable period and exact terms are set out in the signed client recruiting agreement.

What do you not do?

We do not sell job-board reposting or send an unqualified resume stack. Standard permanent search is not hourly consulting or a retained assignment. Different engagements require agreed terms.

Tell us the role. We go find the person.

CAM has different meanings. NAA CAM is the Certified Apartment Manager credential. The Florida community association manager license is a separate license, cited here as an example of state licensing. In commercial budgets, CAM means common area maintenance. We check the credential or license relevant to the opening, where the state requires it.
